On the basis of the decision of the Governor of the Belgorod region on May 26, 2009 №45 established in accordance with the Presidential Decree dated July 30, 2008 №1144 «On the Russian Federation President Prize in Science and Innovation for Young Scientists" and complex to improve reproductive efficiency measures personnel in science and education, developed by the Council under the Russian President for science, technology and education, a Council of young scientists and specialists (CYSaS) of Belgorod region was established

Council of Young Scientists and Specialists - The public organization of young scientists and specialists was established by the decision of the University administration and is a self-governing association of post-graduate students and doctoral students.

The organization has its activity in BSTU named after V.G. Shukhov & is guided by:

• University Charter;
• Regulations on Doctoral and Postgraduate Studies BSTU named after V.G. Shukhov;
• Regulations on the public organization of young scientists, postgraduate students and doctoral students.
