Fire Safety Regulations
1. Staff and students must:
- comply with fire safety policy;
- ensure they are familiar with the emergency plan in fire evacuation (it is located in the corridor);
- familiarize themselves with the extinguishers provided within the relevant premise, internal fire hydrants and the rules for using them, if necessary, use them;
- keep clear from obstructions the access to fire extinguishing equipment (fire extinguishers, fire hydrants, fire escape ladders).
2. It is forbidden:
- to smoke in rooms, premises and on the territory of the university;
- to store and to use pyrotechnics, flammable and combustible liquids, explosives, cylinders with gases and other explosive and flammable substances and materials;
- to block by furnishing and storage the doors, walkways, exits, corridors, and stairs;
- to set a fire, to burn waste in buildings and on the territory of the university;
- to use damaged sockets;
- to wrap the lamps with paper, cloth and other combustible materials;
- to leave unattended electric heaters that are plugged in a circuit;
- to use non-standard heating devices;
- to connect more than two users of electricity to a single power source;
- to use devices of the power main — temporary connection device, twist wires, and pull-off wires. All wires to electrical installations must be securely fixed and not touch the floor;
- use primary fire extinguishing equipment for purposes other than intended.
3. If You Hear the Fire Alarm
a) In the classroom: the students should stay calm, and leave the classroom and the building under the guidance of the teacher, according to the evacuation plan through the main or emergency exits (do not use the elevators).
Class representatives monitor students leaving the classrooms, and the building.
b) In the dormitory: students should quickly dress according to the season, collect id and valuable personal belongings (if there is an opportunity), stay calm and leave the dormitory according to the evacuation plan through the main or emergency exits (do not use the elevators).
Heads of the sections monitor students leaving the rooms and the building.
The students gather at the central square (assemble point) of the university in order to ensure that everyone is evacuated. If the fact of absence of any of the students, it is necessary to inform the representatives of the university or the fire department.
4. Students must:
a) inform the competent person (staff, faculty):
- about fire, "puff" sound, explosive ignition of combustible fumes, gases, an accident or an emergency;
- about every case of injury, poisoning, burns received personally or by other students;
b) be familiar with the telephone numbers and other means of emergency communication, to be able to use them and immediately make a call:
- in case of fire risk, or emergency — call monitoring service of the University 55–07–81, (18–81);
- in case of fire — call the firefighting service of the city — 01, if they are using mobile phone call 101 or 112;
- in case of burns, injuries, poisoning — call to the ambulance of the city — 03, if they are using mobile phone call 103 or 112;
- on the instruction of the Responsible Person (an individual who is responsible for Fire Safety, maintenance, Emergency Plans) take action on:
- elimination of a fire or accident;
- "first aid" if someone needs it;
- saving documents and property;
- elimination of the consequences of the accident.
5. How to use fire extinguishing equipment:
a) when using a fire extinguisher, you must:
- bring it as close as possible to the fire;
- break the seal, pull the pin;
- aim, pointing the extinguisher nozzle (or its horn or hose) at the base of the fire, and squeeze the handle to release the extinguishing agent;
- sweep from side to side at the base of the fire;
- hold it vertically, do not turn over the fire extinguisher.
When extinguishing electrical installations under voltage, keep the extinguisher nozzle at least 1 meter away from an electrical installation or flame.
Be careful when releasing the extinguishing agent from the nozzle, as the temperature on its surface drops to minus 60⁰–70⁰C.
After using the fire extinguisher indoors, ventilate the room.
b) when using an inside hydrant, two people are required to do the following:
- roll out the hydrant hose;
- one person opens a valve that allows water to flow, the second person directs a stream of water at the base of the fire.
6. Responsibility
Violation (non-compliance, improper performance or avoidance of compliance) of fire safety requirements, including this instruction, entails criminal, administrative, disciplinary or other responsibility in accordance with the current legislation of the Russian Federation.
Extract from the Code of the Russian Federation "On Administrative Offenses":
Section 20.4. p. 1. Violation of fire safety requirements entails a warning or imposing an administrative fine on citizens in the amount of 1000 to 1500 rubles.
Section 20.4. p. 6. Violation of fire safety requirements, causing fire and destruction or damage to someone else's property or causing minor or moderate harm to human health entails the imposition of an administrative fine on citizens in the amount of 4000 to 5000 rubles.
Section 6.24. Violation of the prohibition of tobacco smoking established by the Federal Law entails the imposition of an administrative fine on citizens in the amount of 500 to 1500 rubles.
