Rectors of Belgorod universities completed the year with a regular meeting
Chairman of the Council of Rectors of Universities of the Belgorod Region, Rector of BSTU named after V.G. Shukhov, professor S.N. Glagolev held the final meeting of the Council of Rectors of the region. The heads of Belgorod universities gathered at the Belgorod State Institute of Arts and Culture to sum up the results of the outgoing year, talk about pressing problems and outline plans for the coming year.
The Council was attended by: Deputy Chairman of the Council of Rectors of Universities of the Belgorod Region, Head of the Belgorod Law Institute of the Ministry of Internal Affairs of the Russian Federation named after I.D. Putilina I.F. Amelchakov, Director of the Stary Oskol Technological Institute. A.A. Ugarova (branch of the National Research Technological University "MISiS") A.V. Boeva, rector of the Belgorod Institute for the Development of Education A.A. Buchek, rector of the Belgorod State Institute of Arts and Culture S.I. Kurgan, Rector of the Belgorod State Agrarian University named after V.Ya. Gorina S.N. Aleinik, director of the Gubkin branch of BSTU named after V.G. Shukhov V.M. Uvarov. Rector of the Belgorod University of Cooperation, Economics and Law V.I. Teplov was present at the meeting online, via video conferencing, and the Belgorod State National Research University was represented by the Vice-Rector for Educational Work and Youth Policy of the University S.A. Ostrikov. One of the most discussed issues was the report of the rector of the Belgorod Institute for the Development of Education.
Albina Buchek in her report spoke about common approaches in the subject teaching of teachers - the very chain "university-school-DPO", which ideally should work in such a combination. - The mission of education in the modern world is changing. Federal state educational standards, the national project "Education" require us to develop the functional literacy of students, but at the same time emphasize that we need to pay attention to the development of children and youth: the ability to achieve goals, determine the direction of activity, solve standard problems and make decisions and also be responsible for them.
Therefore, at present, education is not becoming the reproductive pedagogy of conveyor production, but is perceived as the production of motives, meanings and values, that is, the pedagogy of personalization and individualization, ”emphasized Albina Aleksandrovna. The Department of Education of the Belgorod Region has set the task of developing a new strategy for the development of education, taking into account the challenges of the time. Its detailed study is currently being carried out by the Belgorod Institute for the Development of Education. How to make education responsive to the needs of each person, how to teach the future, how to focus on the necessary knowledge and uses, how to motivate a person to learn throughout life, how to ensure the inter- and transdisciplinarity of knowledge? The answers to all these questions should be provided by a new strategy for the development of education.
Albina Aleksandrovna emphasized that, before talking about ways out of this situation, it is necessary to conduct a detailed, large-scale study of the state of the professional pedagogical community at all levels, and then build a regional strategy for the preparation and support of professional choice and continuous development of teachers in the region. It is proposed to do this during 2022, and in mid-2023, present the results of this study at the next meeting of the Council of Rectors and develop a general strategy of action. A.A. Buchek sparked a lively discussion, during which the rectors also drew their attention to the fact that teachers in schools, as a rule, orient their best students to enroll in the capital's universities, not knowing what unique opportunities the higher educational institutions of the region have. In this regard, the rectors proposed to develop a program of special excursions for teachers to each higher education institution in the Belgorod region, so that teachers themselves could see the most powerful technical and methodological base of universities and institutes, and in the future to orient graduates towards higher education in our region. Head of the Belgorod Law Institute I.F. Amelchakov shared with colleagues the experience of organizing the educational process of his university in the context of the fight against the coronavirus pandemic, which has made serious adjustments to its organization. The presentation "Transformation of the educational process in the context of changing legal regulation" clearly showed how and how the university lives today, what new specialties appear in it in response to the challenges of the time, as well as how the institute plans to develop in the future, taking into account the practical orientation of personnel training for the internal affairs bodies of the Russian Federation. The Chairman of the Council of Rectors of Universities of the Belgorod Region told his colleagues about the measures related to the extension of student visas for foreign citizens.
“There are cases,” Sergei Nikolayevich noted, “when a student does not have time to master the language at the preparatory department, or when he has difficulties in mastering the chosen specialty or the student would like to continue his studies in the magistracy after completing the bachelor's degree. In this case, the university administration decides to leave him for repeated or further studies, but for this a foreign citizen needs to extend the visa associated with entering and leaving the country.
